James was born September 19, 1950 in Calcutta. Graduated B.B.A. at the University of Georgia, his studies interrupted by four years' service in U. S. Navy, during which he was awarded the Sikorsky medal for saving the lives of two airmen crashed at sea.

He married Selena Fay Jones (born April 15, 1960) on September 29, 1989. The have one daughter, Jillian Victoria, born December 19, 1991.
