She was born January 15, 1949 in Karachi, and on her parents' emigration attended various schools in U.S.A. and Dalton Junior College (Associate Arts & Associate Science), qualifying as a registered nurse in obstetrics. She married, 1971, Roy Charles Phillips, a purchasing agent for plumbing and electrical supplies, with two sons, Robin Nicholas and Kent Alexander. The marriage was dissolved in 1987.

Jackie earned an Associates in Arts 1976 and an Associates in Science in Nursing 1980. She became a registered nurse in 1980 and earned a Bachelor of Science Nursing in 2001 from the University of West Georgia
Robin Nicholas Phillips married Lauren Turner in 2006. Nick and Lauren have two children: Landon James Phillips (October 2011) and Lila Elizabeth Phillips (January 2013)
