Born October 17, 1948 and educated at West House School and King Edward's, Birmingham, then at Magdalene College, Cambridge, where he read English. He is now the assistant chief executive for Project Fullemploy, a youth training project of national standing. He has a son Joseph Pablo Phelan, now aged fifteen. Married in 1978 Susan Margaret, daughter of the Rev. Challis Wilson of Auckland, New Zealand, then a nurse and now a painter. They have a daughter (Cosima Agnes Rudd) born in 1987.
