He was born January 7, 1952 in Calcutta, India. After attending USA public schools he graduated B.Sc.Chem.Eng. from Georgia Institute of Technology, with graduate degrees from the University of Houston (M. Business Administration) and the George Mason University (Ph.D. Economics). He was employed for 12 years as an engineer in the oil refining and petrochemical industry by Atlantic Richfield Co., and is now an economist with the U.S. Department of Energy in Washington, D.C.

He married Deborah Ann Feuerstein On December 23, 2000.
